The Orange County Democratic Women will sponsor a County Commissioners’ Forum at the Chapel Hill Museum at 523 East Franklin St. on Thursday, April 3 at 7:30 p.m. Orange County Commissioner Alice Gordon will explain the role and responsibility of the county commissioner and the voting changes made in electing each one. After she speaks, candidates will speak individually about their goals and entertain questions from those attending. The public is welcome to attend. Assistant County Manager Gwen Harvey recently received the Credentialed Manager designation from ICMA, a local government leadership and management organization.
To receive the designation, members must have significant experience as a senior management executive in local government, have earned a degree and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.
Harvey has served as Orange County assistant manager since 2002. Prior to coming to Orange County, Harvey served as assistant manager in Chatham County, Ga., and the City of Gresham, Ore.

The Board of County Commissioners on Thursday voted 3-2 to approve a resolution of intent to raise the county property tax by 4.7 cents and the Chapel Hill-Carrboro special district tax by 1.5 cents in the fiscal year 2007-08 budget.
Commissioners Mike Nelson and Barry Jacobs voted against the resolution. Nelson said he was opposed to increasing school funding through the special district tax because he wanted to promote equity across the two school districts.
County Manager Laura Blackmon recommended a budget that included a property tax increase of 3.7 cents and no increase on the special district tax. The commissioners had said they hoped to limit this year’s tax increase to equal debt-service payment increases. The county has increased the tax rate about six cents in each of the last two years.
The board will consider the county’s 2007-08 budget at 7:30 p.m. on Tuesday at the Southern Human Services Center on Homestead Road.
